Another representative seat you mean? But another Senatorial seat for DC would seriously upset the current power structure. Not to mention the fact that the VP would not longer be able to break ties. Or at least there would no longer be the NEED for the VP to break ties.
As for deployments, my point is that there is far more involved with changing deployment schedules than simply waving a pencil. To say that the repubes said "Go take a hick" is disingenuous to say the least.
Every state gets two Senators. Changing that would require a Constitutional Amendment. Per the bill in question, Utah would have gained another seat in the House of Representatives, which is populated on the basis of proportional representation, along with the District of Columbia. So each party could be expected to gain one seat.

As for the complications involved in changing deployment schedules, yes, I agree that it would create some headaches for the military logisticians. I would prefer those headaches to the dead and wounded soldiers. The point of the Webb Amendment was to force the military to begin drawing down the number of troops in Iraq, since cowardly Republicans and our cowardly, idiot president are so determined not to admit that they stuck us in a quagmire and don't have the guts to get us out.
