You "digg" something on digg.com

It means you put a website or article on Digg for others to see. If they like it, other people will digg it. The higher the diggs, the more popular and more it will be seen. It's a good way to get traffic. I haven't had too much luck with it regrading my own sites, but sometimes I guess you just have to get lucky.
