I see what you're getting at - the DC universe requires a certain suspension of disbelief (see: Mister Mxyzptlk or Mr. Freeze), but the Nolan movies are meant to portray a more realistic and grittier world. Even if they did include Mr. Kltpzyxm, it still doesn't make any sense to have, in a world where people drive our cars and use our phones and appear to be about as technologically advanced as us, a network of sonar- and GPS-capable phones and microwaves that defy known physics. It just adds a "ridiculous" element to the movies that Nolan appears to be trying to do away with.
