Wrong.
The article does not even imply that the US will become a minimal world wide factor. Such a scenario is not the premise of the article and it offers no insights into such a scenario. If you want to discuss if the US will become a minimal factor in 21st century global affairs you should start the thread off with your set of premises. Or maybe find something else to link to.
The two issues are like apples and oranges. If you want to talk apples let's talk apples, if you want to talk oranges let's talk oranges. But you can't talk about oranges with the supposition that they grow on orange trees.....

I've read it, all 8 pages.
It is basically saying what the US has to do to stay relevant in the 21st century. That unlike the last 20 years the US's position as top dog will be challenged. Not militarily bu economically, it also warns that the only way to stay ahead in that sort of competition is to keep the fight clean.....

"Minimal worldwide factor", from my understanding, is somewhere like Australia, NZ, Canada or Bolivia......
