10. Disallow anyone that has not been in the country for more then 2 years from getting federal assistance.

Given the itemized list you laid out, where's the flaw?  Is the CIA so important to you that it overrides the fact that RON PAUL stand firmly on your side regarding every other issue you've listed?  Or are there other important factors behind your "conservatism" that you've NOT listed?
