Laffer advocates please note: as taxes went up in the late 90s, the budget deficit decreased & became a surplus.  When taxes dropped, we went back into a deficit.  This is opposite to what the free lunch supply siders would have you believe.

True. Surpluses directly correlate to tax increases.
