Who defines "stupid"? Who decides what aspect of human culture should go? Who said these aspects of human culture are even genetic to begin with?

And who breeds or doesn't breed ought not to be up to you (or anyone else to decide other than the immediate parties to the decision).

Elites.  They are the only group in history is entirely destructive.  Irony escapes them always.
