Several days after Than Shwe came and went in his demonstration of concern for the millions struggling with homelessness and hunger since the May 3 storm, bottles of cooking oil inside many tents remained unopened. Pots and pans still bore their brand-name stickers. The camp's sole "medical" tent, sporting a Red Cross flag, contained neither patients nor medicine. Its desk was manned by two teenagers in dark brown uniforms. Police officers armed with rifles guarded the entrance, where a brand-new water purifier tank donated by a local company was on prominent display.
