The South Dakota Supreme Court has ruled that having attempting to engage in sex with a mannequin in a public building does not constitute "indecent exposure", as that is a specific intent crime requiring the defendant to formulate the specific intent of exposing his genitals for the sexual gratification of others or to shock or alarm others.

The court suggests that a charge of public indecency could be sustained, a misdemeanor.  Indecent exposure would require registration with the state as a sex offender, a charge of public indecency would not require such registration.

So feel free to knock yourself out, and mannequins, beware!
