Notice that the shape doesn't change?  It's large at one end, and smaller at the other end....just like a small feather.  I think it's a blue feather caught on the lens, out of focus because it's too close, and the gets caught in the draft to fly around and come back to rest.  I've watched leaves do the same in this region, just on the ground.  Round and round all day long in wind currents.
